Gooey Chocolate Peanut Butter Bar

For the bars: Preheat oven to 350°F.
Prepare a 9 x 13-inch pan with pan spray.
Using an electric mixer, mix butter, brown sugar, and sugar on medium speed in a medium bowl, until well blended – approximately 3 minutes. Add 11⁄2 cups peanut butter, egg, and vanilla extract and mix thoroughly. Add oats, flour, salt, and baking soda. Mix until well blended – approximately 2 minutes.
Dump the mixture into the pan and evenly spread the oat mixture in the prepared pan.
Bake until golden brown – approximately 20-30 minutes. Spread remaining 1 cup peanut butter on top of oatmeal layer. Cool to room temperature.
For the frosting: Using an electric mixer, cream butter on high speed until smooth and doubled in volume – approximately 2 minutes.
In another bowl combine vanilla extract and milk. Add of milk mixture to butter and blend until incorporated.
In another bowl, combine powdered sugar and cocoa. Add 1⁄3 of mix to butter until incorporated. Alternately add wet and dry ingredients to butter mixture until all ingredients are thoroughly blended.
Spread frosting over cooled peanut butter layer. Chill bars in refrigerator for at least 1 hour. Cut into approximately 3 x 2 inch bars.
